[ Spock has been visiting several stores lately throughout the various cities, De Chima, Heropa, etc. attempting to find parts suitable for building some tech that's wholly accesable back at his home reality but is rather painfully absent here in this reality.
Mainly frequenting electronics and construction businesses, he's just coming out of one such store when the door momentarily blocks his line of sight, causing him to bump into [you]. The items he's holding threaten to tip out of his arms, but with some semi-awkward maneuvering where he avoids bumping into more (or the same) innocent bystanders, he manages to save his purchases before the land on the ground. ]
My apologies, [ he intones once his items are stable, his diction formal-sounding. Probably the odder thing about him than his manner of speech is his appearance: layers of long-sleeved dark clothing even in this summer heat, slanted eyebrows under bowl-cut bangs, and elf-like pointed ears. And if you're looking really closely, his skin has a light green tinge to it. ]
B. De Chima / near DC#3
[ In the public park near the De Chima government housing, Spock has set himself up in an area slightly off the beaten paths in order to practice with his cryokinesis. Anyone passing by will get to see he fruits of his labor: various objects (some plants and other organic matter from the park, some electronic pieces from the mess that is the DC#3 common room, bowls of liquids that look to be of differing consistency, etc. ) are now covered in ice. There are a couple different piles, the farthest pile already halfway thawed out in the Virginia summer heat.
He looks to be concentrating as he picks up the next object, but the sounds of someone approaching cause him to turn his gaze towards [you]. ]

[ Spock gathers up the bowls first, being careful not to spill the contents, frozen or not. There are some solid objects, plastics and metal bits of various sizes and density that he leaves for Jim to handle. ]

What's difficult to control about it? And you're not giving yourself frostbite anymore with it, are you?
[He's got a few containers precariously stacked but he's rifling through the contents, curious what all Spock has been experimenting on.]

As to your second question, I now only encounter harmful effects after an extended period of continuous use. [ Spock elects to not mention the current state of his hands - the tips of his fingers are lightly green, but they only look chafed rather than frozen.
The items Jim looks through are mainly different in their composition: plastics of various types and densities, different metals like copper, steel, nickel, etc. They look like they could be from all sorts of places too, engine parts, computer components, and clock pieces to name a few. ]

Also if you're going to use this on someone, I have a feeling it'd be in a situation where you have to act first, ask questions later anyway.

I agree with your assessment – there would be little time when engaged in a potentially dangerous situation. That is why I practice. If I can refine my control, the chance of accidental harm decreases significantly. It is the same principle that drove our experiments with your power as well.
[ They're approaching DC#3, Spock rearranging his bowls in order to type in the security code for entrance. ] I acquired several items from within my assigned housing, borrowing items from my fellow housemates.

There are various and numerous projects occurring within our housing. [ And when Spock lets them in, Jim gets to see what Spock means. It's not exactly a mess, more like organized chaos with bits an pieces in various places throughout the rooms. There are spots that have been obviously cleared or made a Do Not Touch area due to people needing to sit or eat at a table, but it's pretty much all over. ]

It looks like some contained edible substances for comparison, things like vegetable oil, milk, thick cream, etc. The bowls he's not pouring down the sink look more like motor oil, tranmission fluids, and the like. ]
