WHAT: Luffy's been curious about motor vehicles, and here's his chance to make a friend AND ride a motorcycle

One really wouldn't be surprised in Luffy's apparent disappointment when he'd first asked someone if he could drive their car. Not only did they think he was crazy, but they'd even said he needed a 'license' for one and everything.
Which was just plain stupid.
And people who he asked to ride in the backseat were even worse. Sometimes they just drove past him like he'd just told them he wants to eat their cat or something. Really, the people in this world had no sense of camaraderie or fun at all, and it was getting on his last nerve.
But it's when he sees a guy saddled up on a strange, two-wheeled machine...
Well, he wasn't going to let the guy get away from him, even if he turned out to be just as rude as the car owners.
"HEEEY! Hey!!!" Did you WANT a stringy, straw-hat wearing guy running up to you at full tilt? Probably not. But at least he's grinning wide, with this expression of some dumb puppy. "I haven't seen many of those before. I didn't know cars could have just two wheels... and where's the roof?"
Who is this guy, seriously.
