IT'S THE EYE OF THE TIGER, IT'S THE THRILL OF THE FIGHT
WHO: All willing imPorts!
WHERE: A bus ride away from Nonah.
WHEN: October 21st, all day.
WHAT: All willing imPorts without criminal records have been recruited to lend a hand to all of these brand new locals with superpowers, courtesy of one Tony Stark! They'll train them, test the extent of their abilities, and perform some minor psychological analyses. If you have any questions, please direct them HERE

Welcome, imPorts, to an Assignment of a different kind. While imPorts have been called upon to help out with teaching before - everything from first-aid to construction to scared straight programs - this is a brand new day for the people of America. While the abilities of these newfound locals with powers may not be scary to imPorts, who are used to powers that are far, far more destructive and far, far more commonplace than the ones exhibited by Tony Stark's new breed of metahumans, it is scary for everyone else.
ImPorts will be herded into buses to shuttle them to the training location, the superpowered locals having since been placed into a separate bus. But as they pile in, they may catch a glimpse of Nonah's mayor, Vanessa Bennett standing in front of the fleet of reporters, a poised smile in place as she address the crowd.
"Worried? About our people? Never. I understand that this can be a new, frightening process for everyone, but as far as I see it, this is simply a sign of America's excellence. We are the first in the world to have a native population of people with superpowers. While the way they received these powers may have been unfortunate, Tony Stark has contributed much to this country with his business acumen before, and continues to be extremely helpful in locating these individuals so that we may offer our assistance in conjunction with the volunteer work of our hardworking imPorts. Think of this not as ill fortune, but as an opportunity. We stand proud and tall alongside all members of our community, and remember: these are still your neighbors, your brothers, your sisters. We are stronger together, and with their help? We're stronger than ever before. Thank you, no further questions."
But as Vanessa steps away from the cameras, that smile loses some of its luster; a harried crease appears between her brows, and she begins to speak in hushed tones with several men in suits. She's quick to tell the superpowered locals to get back in line and onto the bus, and she doesn't sound like she's joking around.
Soon afterwards, it becomes apparent that nobody here is joking around. The bus drives native and imPorted superhumans both into a shallow valley well away from civilization. They they soon come to a halt in front of a series of makeshift buildings, mainly dominated by tents, and guarded by several highly armed men and women. The government worker in charge gets the imPorts and locals into two divided lines, then addresses the imPorts as a whole, telling them their mission. They are to:
• Gauge the locals' abilities.
• Gauge the locals' mental states in relation to their powers and their thoughts on the imPort population as a whole.
• Gauge the locals' continued patriotic devotion to America.
→ GAUGING ABILITY
To gauge their abilities - which happen to be flight, super-speed, fire-breathing, and enhanced reflexes - imPorts are asked to take on a student, population willing, at least two imPorts to every one local. These locals come in all shapes and sizes, ranging from those that look as though they belong in grade-school (which imPorts are asked to be gentler with) and those that look as though they belong in a nursing home. They had no say in getting their powers, which means many are reluctant, even frightened of being here, but are simply here because they are in desperate need of assistance.
ImPorts are given a wide field in which to practice their abilities, show off what they're capable of, and coax these locals into showing some of their stuff as well. While they're given the illusion of privacy, there are government agents located around the perimeter, and to those with particularly sharp vision, cameras clearly set up to capture every image. Whatever your character does, the government will see it. As suspicious as this may be to some particularly paranoid imPorts, there are perks to it; should anything catch on fire because of that pesky fire-breathing, it seems as though almost every agent available is ready to run in with a fire extinguisher.
They take it slow at first, but eventually, your imPort may be prodded by an agent. "See how much further they can go," they'll tell them. "Is that really all they can do?"
And, against a particularly overzealous local, they may say: "And how do you anticipate protecting yourself against that?"
There are some locals that have some anger issues to get out, but be careful: should an imPort run into any trouble, the government will step in, and they'll be none too gentle with them. After all, the government is here for the imPorts' safety!
→ PSYCHOLOGICAL ANALYSIS
Just as these locals come in all shapes and sizes, they come from all political affiliations and all walks of life as well. ImPorts have been tasked to speak with them candidly, to see how they really feel about their powers. While it's a public - and yes, filmed - event, imPorts are asked to share how they feel about their own powers as well. "It will put them at ease," one coordinator will say, sympathy in her eyes. "They need to know that they're not alone."
ImPorts will be given a sheet of questions as well. Just guidelines, a worker will reassure them, something to follow if you get lost. Once again, imPorts are encouraged to state their own feelings on the matter as well.
1. How do you feel about your powers? Do they make you feel stronger, or more afraid?
2. Underneath what circumstances would you feel the need to use your powers?
3. What are your thoughts on the recent Russian Occupation? How did that make you feel?
4. Are you feeling any differently these days, physically or emotionally? Is there any help that you need that isn't currently being provided? Are you in need of state assistance?
5. How do you feel about imPorts as a whole? Do you believe that they are good or bad? Do you trust them? Would you ever feel the need to use your powers against them in self-defense?
6. Would you consider security underneath the umbrella of Registration? Are you aware of the benefits that imPorts receive because of their Registered status?
7. What are your thoughts on vigilantism?
Be careful what you say, imPorts -- and locals as well. This is all on-tape, and they're watching closely. At times, one worker may come in and interject, ask a leading question about Registration, Russian sympathies, or vigilante justice before fading back into the background.

But, of course, even people with superpowers need a break sometimes. This will be the only opportunity that imPorts will have to speak away from prying eyes as they're greeted by a tent filled with food and drink, though all of it is decidedly utilitarian in purpose, more for sustenance than for taste. Chairs and charging stations for their devices are freely provided, but other than a worker stepping in to ask them if there's anything in particular that they need, imPorts will be left well enough alone.
Locals are kept well away from this tent, but one or two may find their way in if any imPort feels the need to speak with them candidly.

This charge is a bit... hot-headed, so to speak, and unwilling to continue, so Erik turns to his assigned imPort partner and says: ]

[ And then he looks over his clipboard, seeing if she's annoyed yet... ]

[He cocks an eyebrow and it disappears under the rest of his mask as he looks at the young woman- a teenager, really- they've been assigned to train. Superspeed and fire-breathing together don't exactly make for the most balanced powerset, or for a good temper, it turns out.]

[And before their charge can sulk off to get a bottle of water, Max suddenly has one in hand, which he just as quickly throws- long. She has to speed off to catch it, and glowers at them a bit afterwards, while chugging the water.]

[ Since the last challenge that he knows was issued to his favorite bored speedster was breaking him out of the pentagon. Unfortunately, he can't lock himself up in the pentagon for this assignment. ]

Sounds like an idea to me.
[Is he playing 'good cop' to Erik's 'bad cop'? It's very possible, especially with him starting off at a slow jog, to reach her.]
We run, and you have to dodge or catch everything he throws at us. I bet it'll be easy for you.
[If Erik has any experience with the sort of pace speedsters can keep, well. He knows how much will have to be thrown for it to approach being a challenge.]

There was also a part of him that was absolutely fascinated by the wide range of powers on display. Because while he regretted the way it had come about, Charles couldn't help but find beauty in abilities.
As such, he could be found seeking out and talking with those who appeared to be in a state of dismay or overwhelmed by their new powers. Not everybody who had been left with powers was thrilled to have them, either because of the power themselves (the explosive vomiting power was a tad unfortunate) or simply they didn't feel up to the responsibility that came with these powers.
At some point, as he rolled away from one such discussion, Charles was handed the list of questions for the newly minted superpowered sorts. He glanced through the questions and then handed it back with a polite but firm refusal. Anyone close enough to the exchange (even cameras) would hear his reasoning. ]
These people are coming through a very traumatic period in their lives. Today should be about them and their needs. The government needs only to be here to provide it's support.
[ It was all said with a smile but there was the weight of the Xavier stare behind that smile.
Eventually Charles took a break and sought the privacy of the tent and the solace of some tea. He could be found here, holding a paper mug with a little tab of a tea bag hanging out the side. Eyes closed and head back at an awkward angle, he was making a mental note to fashion some sort of taller back on his travel chair.
He missed his motorized chair, with it's customized padding, high back and easy handling. Should have just taken the damn thing, stupid pride. ]

It's about time for her afternoon tea but there's no way she'd be able to properly prepare it here (she's already gotten into an argument as she had kindly asked one of the fire breathing natives to boil her some water—he vehemently declined). So, she's in the same room as Charles when she takes a sip of her cup of tea...and is instantly horrified.

While I do agree that it is not one of the better cups I've enjoyed, I suspect their focus is on our new super powered residents. So perhaps this small oversight can be forgiven.
[ Not that he's disagreeing with her, it was very basic pre-packaged, processed tea, just being slightly more diplomatic. ]

"Psychological" Analysis
[Besides doing some training, Max also talks with the new metanatives. The questions on the sheet of paper have a clear bias, and one that Max is very carefully not serving at all, instead focusing on the actual 'psychological' and emotional part of it, enough that the workers are frequently coming into the conversation to bring up the 'real' questions they want the answers to. No doubt it'll actually catch the attention of other imPorts at the event as well.]
Break Hour
[The break tent isn't as bad as it could be, but it doesn't do anything to relieve his concerns. It's been very apparent from the start that there's more to this than it being a PR affair, or even really just for the sake of the newly superpowered.
But the faster the locals have a better handle on their powers, the better it is in the long run. Even with the concern that the government here is going to put them to use, one way or another.
Either way, Max still is trying to make the cheap instant coffee in here taste less like cheap instant coffee. It's not really working.]

Aurican is in his human form (after changing into his real dragon form to demonstrate his own powers to help the natives), reading over the list of questions - half of which he doesn't quite understand. Russian Occupation? So he skips over those questions himself, as he doesn't have the context to responsibly ask them. ]

Mine? Well, I'm pretty used to them in the first place. I've had superspeed for years, before I arrived them. It's as much a part of me as anything else is by now.
[He'd rather not think about the third one, wholly unconnected to the speed powers. He really doesn't need to know every time Bart- or Barry, for that matter- is about to do something dumb.]
