Welcome to the Neighbourhood
WHO: Cad Bane and open to housemates, neighbours and visitors
WHERE: De Chima 004, house and neighbourhood

Cad Bane wasn't one for casual socialising. Yes, he could deal with such things but more often than not he felt people got in the way more than were helpful. He could work with a group but whenever possible, he preferred to work on his own where he could just get the job done as efficiently as possible.
Then there was the downtime and at the moment there was a lot of that. He had a few things going on but nothing as intensive as back in the galaxy he'd left behind. Finding himself with housemates wasn't a particularly promising discovery but for now he'd managed to keep out of their way, coming and going at odd hours and therefore missing them.
Today and over the coming week, he was making more of an effort to meet and greet people in the vicinity of the house he had ended up in. It probably would be smart to make some contacts. It was possible that some of them may even prove to be useful in the future.
Usually he will be seen in his alien form - all tall and lanky with blue skin, red eyes and that ever present Wild West outfit.

Cassian's just returning to 003 when he sees the door open of 004. He takes note of movement and sentients around him as a matter of course, but the sight of this one makes him pause.
This neighbor looks like a Duros. Which means convergent evolution from multiple origins (of course possible, look at humans); or, at some point, a fellow member of their old galaxy has moved in right next door.
In the massive unlikelihood of so many of them sharing an origin in dimensionality let alone cosmography let alone time, winding up in the same housing block is hardly taxing the law of large numbers. But with Hux's existing interest in Cassian, burgeoning interest in Jyn, and recent… reevaluation of Kay… plus the phantom menace [sorry] of Constellation and Cassian having a hard time figuring out whether his tendency to see similarities between its statements and those of Dooku is him trying or trying not to impose it…
Letting an observer know they've been observed back can simply drive them to better secrecy, or be replaced. But…
Coming closer, without committing himself to #3's path, Cassian quietly called greeting. One that was an idiom in a dominant dialect of the Duro sector.

"It's been a fair time since I've heard that language," he answered plainly in English - or, technically, Basic. He was used to speaking in that since it was so widespread in the galaxy and therefore good for business communications.

He actually could speak a few languages, to varying degrees of proficiency. But of course it was easy enough for him to recognise a dialect of his home planet, even if he rarely spoke it any more.

It's likely that his name and reputation was known to Cassian, at least as the pre-eminent bounty hunter for hire during the Clone Wars. His activities during the Empire era may not yet be so well known.

Almost no one, on the other hand, would have heard of— "Cassian Andor."
Not in his life. …Nor many after it. Only those at the heart of the Rebellion. As far as he would expect. Even if anyone in Bane's line of work had been hired to go after Cassian, it wouldn't be by that name.

"You're the new arrival, aren't you," he said, straightforward. He'd heard another had moved in but hadn't yet seen her himself. But from glimpsing the others in passing, she certainly wasn't them.
