For the record-- Joker doesn't want to be doing this.
He thinks it's about 200% stupid for him to be trying out his freaky brain electro-powers on Garrus goddamn Vakarian, especially when he only sort of knows how to use those powers to begin with and Garrus is literally made of metal. It's not like he plans on going out and being Batman on the streets of Heropa or whatever, so it should ultimately be kind of a moot point whether he's combat-ready or not.
That one time that he got shot was just a fluke and shouldn't be counted. Being able to tase somebody with your brain is only helpful if you think they're a threat at the time.
But Garrus is pigheaded at best, so he's not going to waste the time and energy in arguing with him. He'll do this whole bootcamp thing once to humor him and then it can be dropped and never brought up again, and everything will go back to normal.
"Y'know, you better not start bitching when I kick your ass," he says to the aforementioned Space Batman. "It's your own fault."
