Probably, Ronan Lynch would not normally be capable of sneaking up on Peter Parker. It just so happens that Ronan is made of the same weird and disorienting energy that makes up everything else in the area, including the bantha. Peter can't be blamed if he doesn't detect Ronan's presence until he's right there, taking a seat on the fence beside him.
