Blackout log Part A!
WHO: Everybody!
WHERE: All four of the imPort cities
WHEN: Starting January 14th and running through January 21st
WHAT: BLACKOUT! OOC information can be found HERE
WARNINGS: Please put any applicable warnings on the subject line of your comment threads.
It happens precisely at the stroke of midnight EST on the 14th.
Everybody is going along about their business, whether that is working, sleeping, skulking about the shadows, sitting and catching up on Rumblr, any possible activity you can imagine when suddenly... it all goes dark. Perhaps a moment passes, perhaps five minutes pass as people wait out the darkness. Then, just as the feeling that this might be more than a temporary hiccup, a messages flashes across any device connected to the network:
”We did warn you. All of you have so much power. That comes at a cost. If you can't see in the darkness, then look to the stars.”
Any attempts to access the network or respond to the cryptic message will only result in the message being repeated across the screen.
As minutes turn into hours, there is no indication of the power returning. At the fifth hour mark loudspeakers, studded across the city from times long since past, beginning to send out status updates. The first update calls for calm and any available assistance at local hospitals. From that point forward, every five hours, a government worker will tell the time, list hot spots of activity and where one can expect to seek shelter.
Because as the hours progress, the government worker has more and more to report. Petty looting begins to crop up (will you go and protect local businesses, hero?) and that soon escalates to home invasions as well as muggings on the street (or will you take advantage of the chaos, villain?).
In the beginning certainly, people were concerned but not filled with panic; despite the lack of inclement weather or natural disasters to cause a power outage, power outages certainly aren't uncommon, and people were well accustomed to weathering them out for a few hours, even if they were unhappy to do so. Once it became clear that this wasn't a normal power outage but rather an attack, however, people began to panic, and panic? Never a good thing.
Despite the traffic lights being down, people begin to pile onto the road to raid their local grocery stores, resulting in both car crashes and plenty of close calls where people are in need of assistance, particularly without cell phones to call for help, and the owners of the few stores that decided to keep their doors open for a flood of frantic customers get rioting locals for their troubles, whether it's simply taking what they want or trampling others underfoot.
The hospitals, currently undergoing a nurse shortage are even more frantic; without a good tell of how long their generators will be able to keep them going, particularly after so long having never had to use them for long periods of time, they're going to need help providing for those who depend on life support or suffer from terminal illnesses - and don't forget the kids in there, hushed and scared in the dark, apt to tugging on their IVs and roaming the halls. The hospital hallways will be filled with incoming patients, caught up in the scramble, and with worried family members willing to badger anyone who looks even remotely official for more information.
Citizens who find that they are not well equipped for the blackout find themselves shuttled to nearby schools and community centers where they can get blankets, canned food, and bottled water as they hunker down in gyms and conference rooms to try to get a good night's sleep, but for those who aren't close enough to walk over there while the buses are running on a limited basis may need help with transportation or may simply need a helpful imPort to come and deliver to them what they need to survive... if they're not too young, old or sick to absolutely need that extra warmth, that is. Why not lend them a hand?
Of course, not everyone involved in the blackout are simply victims in need of a helping hand. Looters and petty criminals will find opportunity in the madness and will begin to break into residential areas or begin to smash the windows and doors of local businesses to loot whatever's inside - and it's not only the looters that heroic imPorts need to deal with. The owners of these businesses may not take these break-ins lying down, and may be armed and dangerous, willing to shoot to kill anyone who wishes to steal their precious wares.

Death the Kid | OTA + Advocates
As a backup to the high tech communicators that Qubit had provided the Advocates with, Kid had also shown his teammates how to use mirrors to contact him, or each other, in an emergency. He'd recommended just an ordinary, small compact mirror, simple but surprisingly durable-- although any reflective surface would work, and anyone shown the method could use it. It had been more of an afterthought than anything; the network based devices were reliable and secure, even after Qubit's departure. Surely, none of them could have anticipated the entire network going offline. Now, he was glad for them. Kid only hoped that the others thought to use the method as well.
And not only that, but Kid can use mirrors to look into other places all around the cities as well, using them like his Father did. Flipping through the images rapidly, scanning areas from shopfronts, household mirrors, department store window displays, looking for those in need of help or in need of being stopped from whatever mischief they were up to.

Kid had gotten used to fighting with Liz and Patty in hand in the last several years, and although he was certainly able to do so without them, the familiar weight of their gunforms in his hand was something he'd missed. To that end, he spent months meticulously combing each of the Porter cities to find the perfect pair of twin guns that felt acceptable in weight and movement. They were loaded, although he didn't intend to fire directly on anyone: the Advocates had a no-kill rule, after all, as ironic as some people might find that while applied to the son of Death.
More than one of the looters felt the pistol butts cracked on the back of their heads, however, and hauled to the nearest secure location to be restrained and taken into custody.
Not all of the looters were simple smash and grab opportunists, however. Many of them were armed, and Kid's sustained a few attempted assaults and one bullet hole through his right shoulder. The assailant, who had not been expecting the young reaper to shrug off the injury as if it were nothing, only to handcuff him and then spend 15 minutes railing angrily at him for how dare you shoot me on only one side! and do you not have any sense of decency?!, which anyone in the area might come across.

With looters dealt with, Kid was also able to help convey some of the injured toward the nearest hospital. He isn't much use here in the way of healing (it's simply not something his power can do) but he helps as best he can when people who know what they're doing toss orders his way whether it be fetching supplies or assisting people to their rooms.

Hospital in Heropa
She'd grabbed her coat and ran to the nearest hospital she could find. She grabs a rushed off their feet and lets them know she's a doctor. An imPort who also happens to have healing powers and she's accepted in to help.
She's lost count of how many people she's been dealing with when she sees a familiar face, who she hopes isn't hurt.]
Kid? Over here!
[She's looks exhausted, her hair is a mess, there's a smudge of blood on her forehead and the latex gloves look like a kids hand that's been covered in paint. Her patient is currently fidgeting on the chair, there's too many people for beds.]
Can you help me hold him down? It's a gunshot to the shoulder and I can't heal him until the bullet's out.
[She was reaching her limits in regards to her powers, they drained her own energy but she was doing her best not to let the patients know that by helping them she was in a way hurting herself. If asked, she put it down to the hour and the adrenaline.]

Yes. [ and then, more focused: ] Yes, I can help you with that.
[ He came to stand beside her, following her instruction, being stronger than his skinny frame suggested. ]
Have you been here the whole time?

At his question she shook her head. Now that there were an extra pair of hands she pulled out a sealed packet of sterilised forceps.]
No, I cut through some parts on my way over. Stopped a fight from breaking out. It wasn't so bad, but that was maybe an hour after it happened? I can guess that it's gotten much worse.
[She looks to the patient and her expression turns stern.]
I'm not going to lie, this is going to hurt like a bitch, but you have to stay as still as you can. I promise that the pain won't last long.
[She nodded to Kid, hoping he would understand it as a 'hold on tight' and she opened the forceps putting them in the wound. It didn't take long to find the bullet and get it out. All the while she spoke to them in a reassuring way, and once it was done she smiled as he hands took on their yellow healing light. Maybe a minute, maybe two went by and the wound had knitted together. It wasn't completely gone, but it could be dressed and the patient could do what they wanted. Except poke and prod at it. There was also explicit instructions to either see their own doctor when things had calmed down or to ask for her.
After they were done, she straightened up and sighed, taking the gloves off and wrapping the forceps and bullet up.]
How bad is it?
(assuming this is before the mass prison breakouts)
[ He maintained even but firm pressure, keeping their patient from struggling against Angela's work, and only released his hold once she was done the actual healing. It was a truly admirable thing she could do with that, a fascinating blend of medical and magical healing, and were the situation anything other than what it was, he might have stayed to witness more of it. ]
Right now, the problems are mostly looters and people being caught off-guard by everything. The message that's on the network is stirring up some anti-imPort sentiments, but most of that is currently confined to yelling and throwing things.
[ He crosses his arms, notes that one sleeve is torn while the other one isn't, and carefully rips the other to match. There, fixed. ]

For now. That'll probably get worse. [She nods at him.] Is that how you ended up with the bruising?

No, those were the more violent offenders. They've since been properly detained.

You were shot? [She's assessing any damage she can see and almost doesn't register his words. There wasn't any blood that she could see and he'd said the shot had been ineffectual, Angela takes a breath.]
How bad are you hurt? [Because if there was a scale, she would use some of her power on him.]

Don't worry... there's a reason I offered to help people train with unfamiliar powers without them needing to worry about inflicting permanent harm. There's very little I can't heal from.

He drew his finger across the surface in numbers.
"..Excuse me, Mr. Kid? The network appears to be compromised."
